On April 8, 1946, Dr. Seidl, Counsel for Hess, cross examined Hans Lammers, Chief of the Reich Chancellery, why Hitler had appointed Hess Deputy to Hitler in the Nazi party and also a Reich Minister. Lammers repied: " He appointed Hess Deputy to the Fuehrer, I believe, because he, as Chancellor of the Reich, no longer wanted to attend to the business of te party and had have a responsible man for the technical leadership of the Party. He appointed hess in order to have a link between Party and State.
